Finally got hold of Ministry of Space by Warren Ellis. in um, trade paperback (is that the right term) from amazon.
Spoilers:
Short. Doesn't use the setting to tell stories in, the setting is the story. Absolutely gorgeous artwook. When I saw the name of the rocket I said "uh-oh".
Its interesting that this came out originally a few months after we finalised the scenario on the Cryosphere to be a more modern version of this (the Cryosphere timeline holds that scientists from the University from Southampton invent hyperdrive in CURRENT_YEAR$+1, and then HMG takes over much of the galaxy in no short order.)

It's a superb piece of work which I would have enjoyed much more if this hadn't spoiled it for me. If I'd known, I'd have just waited until now and bought the whole damn thing as a TPB.
