It is wired in I think. But it is hooked over hooks on the wall. It might be possible to get permission to move it, but it's a job I'd get someone in to do...
DO NOT attempt rewiring anything, especially if you're in rented accommodation. It is now illegal to do pretty much no more than wire a plug/change a light bulb unless you are a qualified electrician.

re the radiator, it looks like those ones that just hook over two bits of matal screwed into the wall, so it can probably just be lifted off them
